Persona is an identity verification platform that got popular with fintechs and marketplaces and has since built out a real small-business track. You can verify individuals (ID document checks, selfie/liveness matching, database checks) and businesses (KYB, UBO lookups) from the same platform, which is convenient if you need both, say, verifying a new employee's identity and the vendor entity paying them.
What sets it apart from something like Middesk is configurability: you build your own verification workflows (which checks run, in what order, what triggers a manual review) in a no-code-ish workflow builder instead of getting a fixed product. That's powerful, but it also means the initial setup takes longer than a plug-and-play tool, and it's easy to either over-build it or leave gaps if nobody on your team owns it.
For payroll fraud specifically, Persona is most useful catching synthetic or stolen identities used to onboard a 'new employee' who doesn't exist, and it covers 200+ countries, so it's a rare option here that isn't US-only.

Startup and small business track: 500 free verifications a month, then roughly $1 per verification after that. The published Essential plan starts around $250/month flat for core products. Growth plan (adds the full KYB and fraud tool suite) is custom-quoted.
